President Noynoy Aquino (PNoy) declares October 27, 2010, tomorrow as Non-Working Holiday to barangays with special election, as told to local press on Tuesday by Executive Secretary Paquito ‘Jojo’ Ochoa.

According to the news, Secretary Ochoa said that this is PNoy’s response to the report on Monday regarding the failed Barangay and Sangguniang Kabataan (SK) Election on thousands of barangays nationwide.

Earlier, the Commission on Elections (Comelec) reported that 1,732 barangays have been declared as ‘failure to function’ on October 25, yesterday, due to Typhoon Juan and delayed arrival of election materials.

But while there are barangays that are now having special elections today, October 26, 2010, Comelec said not all affected barangays will be covered by the event.

Secretary Ochoa held a brief press meeting today at the Ninoy Aquino International Airport (NAIA), as PNoy and his delegation left for Vietnam to attend the 17th ASAN Summit meeting.

Comelec is set to release later the complete list of the barangays that will have October 27, tomorrow as holiday due to special election.

Meanwhile, Secretary Ochoa also said PNoy has not declared November 2, 2010 (All Soul’s Day), as a special non-working holiday, as published at Manila Bulletin a few hours ago.
