As noted at local news sites on Monday, November 07, 2011, PNoy, through Presidential Spokesperson Edwin Lacierda, sent a congratulatory message to Gwendolyn Ruais.

Miss Philippines-World Gwendoline Ruais placed first-runner up at the 2011 Miss World Pageant held in London, United Kingdom.” Lacierda was quoted in a statement.

“We extend our congratulations to… Miss Philippines for once again proving that we Filipinos are capable of competing against the best and the brightest on the world stage,” Lacierda added.

Earlier, Miss Venezuela Ivian Sarcos was declared as the Miss World 2011 winner and Miss Puerto Rico Amanda Victoria Vilanova Perez came as second runner-up.

Nevertheless, Miss World organization chairman and chief executive Julia Morley reportedly said that Miss Venezuela won over Miss Philippines with only a small difference between their scores.

Ruais, 21, who won the Miss World Philippines 2011 last September 18, is half-Filipino and half-French, and finished a Business Management degree last year, major in Marketing.

Philippines has not yet won the Miss World title and the closest to the crown last happened nearly four decades ago when Evangeline Pascual won also first runner-up in back in 1973.
