As reported by ABS-CBN on Tuesday, November 22, 2011, Philippine National Police (PNP) Director General Nicanor Bartolome confirmed that the leaked Arroyo mugshots were not the real ones.

Earlier that day, Southern Police District (SPD) Senior Police Superintendent James Bucayu was interviewed at ANC (ABS-CBN News Channel) and confirmed the authenticity of the photos but denied they came from their office.

Meanwhile, the PNP chief emphasized the differences between the original and released photos, citing that the stamped characters on the real mugshots are “Gloria Arroyo Y Macapagal and CC NR. R-PSY-11-04432”.

On the other hand, the characters stamped on the released photos are “Cong Gloria Macapagal-Arroyo Crim Case # R-PSY-11-04432-CR”.

Director General Bartolome also noted that he gave specific instructions to the arresting officers and police custodians to make sure that only Pasay RTC 112 Judge Jesus Mupas or his duly designated representative should see the Arroyo mugshots.

The alleged mugshots of Gloria Macapagal-Arroyo were published online on Sunday particularly at, and are now being spread in social networking sites such as Facebook.

Department of Interior and Local Government (DILG) Secretary Jesse Robredo supported the statement of the PNP chief, and told reports that he think that the booking numbers on the released photos are ‘photo-shopped’ and are different from the reports submitted to him.

According to the DILG, only 6 other people were present when the mugshots of Mrs. Arroyo were taken, including her husband Mike Arroyo, son Albay Rep. Dato Arroyo, a former Arroyo Cabinet secretary and three personnel from the PNP CIDG, while SPD Superintendent James Bucayu was not there.
