Manila, PhilippinesBagyong Quiel made its landfall in Dinapigue, Aurora at around 9 a.m. (local time) on Saturday, October 1, 2011, PAGASA officials said on a press conference.

As shown in local TV on Saturday morning, PAGASA weather forecaster Robert Sawi noted that Bagyong Quiel will most likely affect Central Luzon once its eye passes through either Isabela or Aurora.

“Still, the diameter is 500, then the expected rainfall intensity is 15-25 millimeters per hour,” Sawi added, noting that they are watching closely the areas in Central Luzon.

PAGASA reminded the public again that total evacuation should immediately done by residents in areas still under where massive floods caused by typhoon Pedring.

This includes Pampanga and Bulacan particularly in Calumpit, where around 150 families were said to be still stranded on the roof on their homes and thousands are in various evacuation centers.

“So kung may mga kababayan tayong ayaw pa din pa evacuate, talagang dapat makialam na ang pamahalaan para ma-force evacuate na sila talaga dahil alam natin na uulan mamaya, at uulanin mamayang gabi at high tide tayo bukas ng umaga,” PAGASA Chief Graciano Yumul said on the press conference.

(So if there are still people who do not want to leave their homes, the government should implement force evacuation since we all know that that there will be heavy rains until tonight and may cause high tide tomorrow morning.)

As noted by PAGASA on its 11 am update on Saturday, typhoon Quiel is being estimated to be at 40 km North of Casiguran, Aurora, and moving West at 26 kph.

Bagyong Quiel is being expected to cross Quirino, Nueva Vizcaya, Ifugao, and Benguet and will exit La Union this afternoon. It is being forecast to be at 400 km West of Baguio City on Sunday morning.

As of 10 a.m. on Saturday, typhoon Quiel was noted to have maximum sustained winds of 160 kph near the center with gustiness of up to 195 kph, with 10 provinces under Public Storm Signal No. 3.

This includes Isabela, Northern Aurora, Mt. Province, Ifugao, Nueva Vizcaya, Quirino, Benguet, Ilocos Sur, La Union, and Pangasinan.

Meanwhile, Public Storm Signal No. 2 was raised in Cagayan, Apayao, Ilocos Norte, Abra, Kalinga, Rest of Aurora, Nueva Ecija, Tarlac, Pampanga, Zambales, Bulacan, Northern Quezon, and Polillo Island.

On the other hand, Public Storm Signal No. 1 was raised in in rest of Quezon, Camarines Norte, Rizal, Bataan, Cavite, Laguna, Batangas, Lubang Island, Babuyan Islands, Calayan Group of Islands, and Metro Manila.
